Frequently Asked Questions •Regarding the CHRB Grant Process
 1 Can there be a co-Principal Investigator on the project?
 • No.  There can be only one Principal Investigator on a project.  There may be several co-investigators, collaborators and consultants on a project.  However, the Principal Investigator has total responsibility for the project.  Letters of support are needed from each co-investigator, collaborator and consultant. Please note that the Principal Investigator is also responsible for overseeing and evaluating any co-investigator, consultant or other person, e.g. technician, etc. involved in the project.


 2 When calculating the 33% matching funds, do you calculate 33% of the CHRB requested funds or 33% of the total project funds?
 • Calculate 33% of the CHRB requested funds.


 3 Can I use indirect costs to meet the 33% matching funds requirement?
 • Yes.  An institution or an organization can use indirect costs as part of or all of their matching funds.  The institution or organization must provide the most recent federally negotiated rate agreement which documents this amount.  If the institution or organization does not have a federally negotiated rate agreement, the CHRB will allow a flat rate of 20% of CHRB requested amount for indirect costs.  

For example, an institution has requested $100,000 in CHRB funding.  The required minimum match amounts to $33,000.  The CHRB will allow a flat rate 20% of the requested amount to use as part of the match.  In this example, the 20% allowable for indirect costs would amount to $20,000.


 4 How many copies of the CHRB concept paper, and full proposal if applicable, should be submitted?
 • One original and 10 three-hole punch unstapled copies of the concept paper should be submitted.  If applicable, one original and 10 three-hole punch unstapled copies of the full proposal should be submitted.


 5 Can the electronic submission of the cover page be submitted as an e-mail attachment?
 • Yes, the electronic submission of the cover page can be submitted as an e-mail attachment in Microsoft Word.  However, please note that a hard copy of the cover page is required with the appropriate signatures.


 6 My project will involve human subjects. Is approval required by the Institutional Review Board (IRB) prior to submission of proposal to the CHRB?
 • Please note that no CHRB grant award involving human subjects or vertebrate animals can be made unless required human subjects and/or animal welfare assurances are in place and all required Institutional Review (IRB) and Institutional Animal Care and Use Committee (IACUC) approvals have been received.  If these approvals are not received by July 1st no award will be made.


 7 Can I revise my CHRB funding request?
 • Yes, you can revise the amount of CHRB funds that were requested in the Concept Paper, when the Full Proposal is submitted.  However, the requested funds cannot exceed the $100,000 per year limit and the grantee institution is still responsible for providing the 33% match of the requested CHRB funds. No change in the CHRB funds may be requested after the applicant has been informed that an award will be made.


 8 A couple of our co-investigators have bios that are hard to condense to two pages. Is the two-page limit on the bios fixed?
 • Yes, the two-page limit is fixed. Might we suggest citing only the five most recent or relevant publications.


 9 100% of my salary is paid from institutional funds. If I plan to spend 25% effort on the CHRB project, may 25% of my salary be identified as part of the required match?
 • Yes, if the institution agrees that you may spend this amount of effort on the project.


 10 I am currently preparing my CHRB full proposal and would like to budget funds for publication of the results of my work in a peer-review scientific journal.  Is this an allowable cost?
 • Yes, publication costs are a legitimate cost of doing research and the CHRB will allow these costs if the publication occurs during the grant period.  The applicant should indicate how many manuscripts are expected to be accepted for publication and the charges for each, prior to the end of the grant period.  The applicant should not expect to save CHRB funds for publication costs after the end of the grant.  The institution should agree to pay those costs after the grant has ended.
